Pinjaman tanpa jaminan itu disebut MEKAAR ( Membina Ekonomi Keluarga Sejahtera ). Mekaar merupakan layanan permodalan berbasis kelompok yang diperuntukan bagi perempuan prasejahtera pelaku usaha ultra mikro seperti warung kopi, warung bakso, dll.

Tidak harus memiliki usaha, yang akan membuka usaha pun akan mendapat layanan pinjaman yang sama. Bahkan BUMN yang bergerak di bidang pembiayaan tersebut juga memberikan pendampingan pelatihan untuk mengembangkan usaha para nasabahnya.

“Sama sekali tanpa jaminan, namun nasabah yang ingin mendapatkan pinjaman modal dari PNM harus berbentuk kelompok”. Kata kepala regional Mekaar Probolinggo-Situbondo, Sugiyati Nurul Handayani di acara Media Briefing yang digelar di BJBR Probolinggo, Kamis (17/3/2022).

Di acara yang juga dihadiri YR. Wijayandaru selaku Kepala Bagian Hubungan Eksternal Pengembangan Kapasitas Usaha (PKU), dan Tatang Sefi Setyono Pemimpin Cabang Probolinggo itu Nurul (sapaan akrabnya) menjelaskan, kelompok yang dimaksud adalah beranggota 10 orang yang notabane dari keluarga pra sejahterah, baik yang sudah memiliki usaha maupun belum memiliki usaha.

Tentang pola pembayaran, Nurul menyampaikan, untuk program Mekaar pembayaran dilakukan satu minggu sekali dan dikoordinir oleh ketua kelompok.

“Untuk program mekaar pembayaran dilakukan satu minggu sekali, setiap jatuh tempo pembayaran dibarengkan dengan pertemuan anggota yang dinamakan pertemuan mingguan”.

“Nah didalam pertemuan mingguan itulah ada petugas dari PNM yang akan datang, jadi nasabah tidak perlu membayar ke kantor” lanjutnya.

Disinggubg bagaimana jika ada anggota yang tidak tertib dalam pembayaran, Nurul juga menjelaskan, PNM menerapkan sistem kelompok tanggung renteng.

“PNM menerapkan sistem kelompok tanggung renteng, artinya jika ada sala satu anggota tidak mampu membayar saat jatuh tempo, maka ditanggung semua anggota. Contohnya begini, misalnya setiap minggu angsuranya 80 ribuh, ada sala satu yang tidak mampu membayar, maka 80 ribuh di bagi rata ke semua anggota, jadi setiap anggota urunan sampai mendapat sejumlah 80 ribuh, itu namanya tanggung renteng”. Jelasnya.

Tatang Sefi Setyono Pimpinan Cabang Probolinggo menyampaikan, sejauh ini PT. Permodalan Nasional Madani telah melakukan pendampingan kepada 54.074 Nasabah PNM Unit Layanan Modal Mikro (ULaMM) dan PNM Membina Ekonomi Keluarga Sejahtera (Mekaar) sejak awal tahun 2022 sampai dengan akhir Februari 2022 di seluruh Indonesia.

“Kegiatan ini merupakan kegiatan rutin PNM melalui Program Divisi Pengembangan Kapasitas Usaha (PKU).” Ucap Tatang.

“Secara berkelanjutan, hal ini tidak terlepas dari komitmen pendampingan PNM dalam membangun hubungan emosional dan memberikan pendampingan usaha kepada pelaku usaha mikro kecil dan menengah sebagai bekal untuk mendapatkan pengetahuan baru yang dapat berdampak kepada kemajuan usaha Nasabah PNM ULaMM dan PNM Mekaar. Salah satunya di kabupaten Probolinggo yang merupakan daerah strategis khususnya di bidang pertanian kentang.” Ungkap Tatang.

Sementara itu, YR. Wijayandaru mengatakan, nasabah PNM tidak hanya diberi modal, juga diberikan pelatihan sebagai peningkatan kompetensi kewirausahaan dan pengembangan bisnis.

“PNM melalui PKU telah menggelar beberapa kegiatan seperti pelatihan dan pendampingan kepada Nasabah ULaMM dan Mekaar di Kab. Probolinggo dengan tetap melaksanakan protokol kesehatan yang ketat. Materi yang diberikan fokus kepada pemasaran pengembangan potensi usaha.” Ucap pria yang pernah terjun didunia jurnalistik itu.

“Terhitung per 14 Maret 2022, PNM telah menyalurkan pembiayaan sebesar Rp 115,81 T kepada Nasabah PNM Mekaar yang berjumlah 11,5 juta nasabah. Saat ini PNM memiliki 3.136 kantor layanan PNM Mekaar dan 688 kantor layanan PNM ULaMM di seluruh Indonesia yang melayani UMK di 34 Provinsi, 422 Kabupaten/Kota, dan 5.640 Kecamatan.” Pungkasnya.(mr)
