Probolinggo, Portalbromo.com – DPRD kota Probolinggo kembali gelar Rapat Paripurna, Selasa 18/6/2019.
Di gelar di ruang sidang utama kantor DPRD kota Probolinggo jalan Suroyo No.27, Paripurna pertama pasca Bulan suci Ramdhan itu membawa agenda “Nota penjelasan rancangan daerah tentang pertanggung jawaban pelaksanaan anggaran pendapatan dan belanja daerah tahun 2018″ dan ” Rekomendasi DPRD kota Probolinggo terhadap hasil pemeriksaan badan pemeriksa keuangan ( BPK ) RI kota Probolinggo tahun 2018″.
Tampak hadir di ruang sidang, wakil walikota Probolinggo HMS. Soubri, Ketua DPRD kota Probolinggo Agus Rudiyanto Ghaffur, Anggota dengan segenap Staf DPRD, serta beberapa SKPD pemerintah kota Probolinggo.
Pemerintah kota Probolinggo melalalui wakil walikota Probolinggo HMS. Soubri dalam penjelasan pertanggung jawaban pelaksaan anggaran tahun 2018 menyampaikan, realisasi pendapatan pemerintah kota Probolinggo dari berbagai sumber sebesar 987.602.131.967 ( sembilan ratus delapan puluh tujuh miliar enam ratus dua juta seratus tiga puluh satu ribu sembilan ratus enam puluh tujuh rupiah ).
Jumlah itu melebihi dari target pendapatan yang di tetapkan pemerintah untuk tahun anggaran 2018 yang sebesar 960.958.978.586 ( sembilan ratus enam puluh miliar sembilan ratus lima puluh delapan juta sembilan ratus tujuh puluh delapan ribu lima ratus delapan puluh enam rupiah ).
“Pendapatan tahun anggaran 2018 di anggarkan sebesar 960.958.978.586, dan terealisasi sebesar 987.602.131.967 atau sebeaar 102,77 persen” kata Soubri.
Sedangkan untuk realisasi belanja pemerintah kota Probolinggo Soubri juga mengatakan, dalam tahun 2018 pemerintah telah menghabiskan belanja sebesar 947.112.971.040 rupiah, jumlah itu lebih kecil dari target belanjah daerah pemerintah kota Probolinggo tahun 2018 yang sebesar 1.195.056.220.130 rupiah.
“Pada tahun anggaran 2018 alokasi belanja daerah di anggarkan 1.195.056.220.130 rupiah, dan terealisasi sebesar 947.112.971.040 rupiah atau sebesar 79,25 persen.” Katanya.
” APBD kota Probolinggo tahun anggaran 2018 semula di anggarkan mengalami defisit, namun terealisasi surplus sebesar 17,30 persen” lanjut Soubri.
Di sidang yang sama, DPRD kota Probolinggo memberikan tanggapan tentang hasil audit Badan Pemeriksa Keuangan (BPK) RI selaku badan audit negara yang setiap tahun melakukan pemeriksaan terhadap laporan keuangan daerah.
Melalui wakil ketua DPRD kota Probolinggo Muklas Kurniawan, DPRD kota Probolinggo mengapresiasi atas pencapaian kota Probolinggo untuk predikat Wajar Tanpa Pengecualian ( WTP ), Namun menurutnya ada beberapa hal yang menjadi catatan BPK yang harus di tindak lanjuti, di antaranya pengembalian atas kelebihan pembayaran dana yang di sebabkan kurangnya volume pengerjaan yang di lakukan rekanan dalam beberapa proyek fisik.
“Terkait dengam temuan BPK khusunya para kontraktor yang harus mengembalikan dana proyek yang sudah di terima oleh Pemkot Probolinggo, DPRD kota Probolinggo menyarankan kepada pemerintah untuk memberikan hukuman ( punishment) dan mengusulkan untuk memberikan pelarangan untuk keikutsertaan kembali dalam menjadi rekanan berupa pemberlakuan blacklist” ucap Muklas.
DPRD kota Probolinggo juga menghimbau kepada pemerintah kota Probolinggo tentang proyek fisik yang ada di RSUD Dr. Saleh, mengingat proyek tersebut pernah bermasalah di tahun 2018.
“Mengenai proyek fisik di RAUD Dr. Saleh supaya tahun ini betul – betul meningkatkan kinerja, terutama pembangunan di ruang inap kelas 3, mengingat proyek itu pernah bermasalah pada tahun 2018, serta banyak keluhan dari masyarakat untuk segi lamanya pengerjaan, untuk itu di tahun 2019 benar benar diperhatikan sehingga masala di tahun lalu tidak terulang” pungkas Muklas.
