portalbromo.com – Wali Kota Probolinggo Habib Hadi Zainal Abidin menyerahkan Laporan Hasil Audit Kearsipan Internal kepada Perangkat Daerah yang dinilai berhasil dalam mengelola arsip internal, diantaranya Bagian Pemerintahan, Kecamatan Wonoasih, Bagian Umum, dan Dinas Kependudukan dan Catatan Sipil. Laporan tersebut diserahkan langsung di Puri Manggala Bhakti, kantor Wali Kota, Selasa (22/6).

Giat audit kearsipan itu meliputi aspek pengelolaan arsip dinamis dan aspek sumber daya kearsipan. Pada kedua aspek inilah, pengelolaan kearsipan dapat berjalan dengan baik atau tidak. Ketika aspek tersebut dilaksanakan dan didukung dengan maksimal oleh semua PD, maka nilai audit akan semakin baik. “Sebaliknya pula, makin baik nilai pengawasan kearsipan maka makin baik pula pelaksanaan reformasi birokrasi di lingkungan Pemkot Probolinggo,” ucap Habib Hadi.

Ia pun mengapresiasi perangkat daerah yang dengan sungguh-sungguh mengelola arsipnya dengan baik serta menyediakan depo atau gudang arsip untuk menyimpan arsipnya masing-masing.”Saya tekankan kepada masing-masing perangkat daerah untuk mempunyai gudang atau tempat khusus untuk menyimpan arsipnya. Sehingga memudahkan untuk mengidentifikasi dan menjamin keamanan terhadap dokumen atau arsip yang disimpan,” serunya.

Tak hanya itu, Wali Kota Habib Hadi juga didapuk untuk membuka giat Sosialisasi Pengawasan Kearsipan dan Pencanangan Gerakan Nasional Sadar Tertib Arsip (GNSTA) di lingkungan Pemkot Probolinggo, yang berlangsung sekira pukul 9 pagi itu.

Giat itu dimaksudkan untuk mengemban amanat reformasi birokrasi pada area perubahan tata laksana dengan indikator pengawasan kearsipan agar tertib arsip di lingkungan Pemerintah Kota (Pemkot) Probolinggo semakin meningkat.

Sedangkan tujuan kegiatan itu adalah agar masing-masing Perangkat Daerah (PD) semakin menyadari akan pentingnya pengelolaan arsip dalam rangka mewujudkan tata kelola arsip sesuai dengan kaidah yang berlaku.

Menurut wali kota, peran pengelolaan arsip sendiri juga sangat penting dalam rangka menampilkan rekam jejak segala aktivitas pemerintahan dan merupakan salah satu unsur penting yang akan dinilai dalam keberhasilan penilaian reformasi birokrasi. Dengan pengawasan kearsipan yang dilaksanakan secara berkesinambungan, diharapkan mampu mendorong terwujudnya penyelenggaraan kearsipan yang efektif dan efisien untuk penyelenggaraan pemerintahan dan pelayanan publik lebih baik.

Sementara itu, Kepala Dinas Perpustakaan dan Arsip (Disperpusip) Kota Probolinggo Paeni Efendi menyatakan pelaksanaan audit kearsipan internal telah dilaksanakan mulai tanggal 12 April hingga 10 Mei lalu.Mantan anggota DPR RI itu juga mengimbau perangkat daerah untuk menyukseskan GNSTA dan mengajak semua pihak menyelamatkan arsip baik arsip lembaga maupun arsip pribadinya masing-masing.

Alur mekanismenya melalui penyampaian formulir audit, dilanjutkan survey dan wawancara langsung ke lokasi masing-masing perangkat daerah, dan diakhiri penyusunan laporan hasil audit kearsipan internal.

Nah, dari hasil laporan audit tersebut, Paeni menambahkan, diketahui bahwa audit dan pengawasannya terdiri dari penciptaan arsip, penggunaan, pemeliharaan, penyusutan dan sumberdaya kearsipan dan sarana serta prasarana kearsipan. Masing-masing aspek memiliki standar penilaian masing-masing perangkat daerah.

Dari 34 perangkat daerah yang dinilai, 4 perangkat daerah meraih kategori Baik (B), 8 perangkat daerah meraih kategori Cukup (C), 19 perangkat daerah kategori Kurang (CC), dan 4 lainnya meraih kategori Sangat Kurang (D).

Menurut Paeni, secara umum dalam penyelenggaraan kearsipan pada aspek penciptaan, penggunaan dan pemeliharaan arsip sebenarnya sudah cukup baik, akan tetapi pada aspek penyusutan, sumber daya kearsipan, dan prasarana dan sarana kearsipan masih sangat kurang.

Hal ini bisa dilihat dari masih sedikitnya perangkat daerah yang belum melaksanakan pemusnahan dan pemindahan arsip sesuai prosedur. Para pejabat yang membidangi kearsipan juga masih banyak yang belum mengikuti diklat kearsipan.

“Belum lagi, sebagian besar perangkat daerah belum mempunyai record center atau tempat penyimpanan arsip inaktif serta belum memenuhi sarana kearsipan seperti rak arsip, boks arsip, alat pengatur suhu, dan apar serta sarana lainnya karena program kerja di bidang kearsipan masih belum berjalan sebagaimana mestinya,” terangnya.

Paeni berharap giat ini bisa memberikan nuansa yang berbeda dalam mendorong tertib arsip di lingkungan Pemkot Probolinggo. “Pemerintahan tanpa arsip akan menjadi pemerintahan tanpa ingatan, tanpa jati diri, tanpa hak-hak yang sah, tanpa pemahaman akan akar sejarah dan ilmu serta tanpa identitas jelas. Mari kita selamatkan arsip demi generasi yang akan datang, untuk menuju generasi yang lebih baik yang sadar arsip,” tandasnya. (Son/mr)
