Kementerian Perhubungan telah menerbitkan Peraturan Menteri Perhubungan Nomor 59 tahun 2020 tentang Keselamatan Pesepeda di Jalan. Dalam aturan tersebut dimuat beberapa larangan bagi pesepeda yang berkendara di jalan.

Larangan tersebut tercantum dalam pasal 8 huruf a hingga f. Larangan yang dimuat antara lain, pertama, pesepeda yang berkendara di jalan dilarang membiarkan sepedanya ditarik oleh kendaraan bermotor dengan kecepatan yang membahayakan keselamatan dengan sengaja.

Kedua, pesepeda dilarang mengangkut penumpang, kecuali sepeda dilengkapi dengan tempat duduk penumpang di bagian belakang sepeda.

Ketiga, pesepeda dilarang menggunakan atau mengoperasikan perangkat elektronik seluler saat berkendara, kecuali dengan menggunakan piranti dengar.

Keempat, pesepeda dilarang menggunakan payung saat berkendara. Kelima, pesepeda dilarang berdampingan dengan kendaraan lain, kecuali ditentukan lain oleh rambu lalu lintas.

Keenam, pesepeda dilarang berkendara dengan berjajar lebih dari dua sepeda.

Dirjen Perhubungan Darat Budi Setiyadi juga mengatakan, ada beberapa persyaratan yang harus dipenuhi sepeda yakni memiliki spakbor, bel, rem, lampu, alat pemantul cahaya berwarna merah, alat pemantul cahaya berwarna putih atau kuning dan pedal.

Meski begitu, penggunaan spakbor dikecualikan untuk sepeda balap, sepeda gunung dan jenis sepeda lain sesuai dengan ketentuan peraturan perundang-undangan.

Lalu, penggunaan lampu dan alat pemantul cahaya dipasang pada malam hari dan kondisi tertentu, dimana kondisi jarak pandang terbatas karena gelap, hujan lebat, terowongan dan/atau kabut.

“Selain itu, untuk berkendara sepeda yang aman pesepeda pada malam hari harus menyalakan lampu serta menggunakan atribut yang dapat memantulkan cahaya, memakai alas kaki dan memahami serta mematuhi tata cara berlalu lintas,” kata Budi dalam keterangan tertulis, Jumat (18/9).

Tak hanya itu, dalam permenhub ini juga disebutkan, sepeda yang dioperasikan di jalan juga harus berdasarkan Standar Nasional Indonesia. Standar Nasional Indonesia ini dilaksanakan sesuai dengan ketentuan peraturan perundang-undang-undangan.
