Balon Udara Raksasa Nyaris Menimpa SUTET

Probolinggo, Portalbromo.com – Balon udara raksasa tanpa identitas ditemukan mendarat nyaris menimpa jaringan Saluran Udara Tegangan Ekstra Tinggi (SUTET) penghantar Paiton – Grati berkapasitas 500.000 Volt di desa Bhinor kecamatan Paiton, Selasa (11/6/2019) pagi.

Beruntung balon udara berdiameter 2.5 meter dan tinggi 15 meter itu tidak sampai mengenai jaringan SUTET tsb, sehingga tidak berdampak terjadi gangguan pasokan listrik di sejumlah wilayah di Jawa Timur.

Balon yang diperkirakan berasal dari luar Probolinggo ini kemudian di evakuasi oleh Petugas Ground Patrol dan regu Petugas Har GITET Paiton bersama aparat Kepolisian setempat.

Menyikapi temuan ini, Kepala Dinas Kominfo Kabupaten Probolinggo Yulius Christian menghimbau kepada masyarakat luas khususnya di Kabupaten Probolinggo, untuk mempertimbangkan kembali dampak negatif yang bisa terjadi dari kegiatan pelepasan balon raksasa maupun lampion massal.

“Pelepasan balon raksasa ini selain bisa mengganggu fasilitas publik seperti penyaluran Transmisi (SUTET/SUTT), masyarakat juga yang akan kena dampaknya. Apalagi jika mendarat bebas dengan kondisi terbakar tentu hal ini juga akan berpotensi menyebabkan kebakaran hutan yang sangat merugikan,” tegasnya.

Untuk di ketahui,pelepasan balon udara dengan dengan ukuran besar belakangan ini marak di lakukan di sejumlah daerah.

Hal ini di lakukan di sebagian daerah sebagai bentuk tradisi budaya dalam memperingati hari hari tertentu.

Namun di sisi lain dampak negatif juga muncul dari kegiatan ini

Di lansir dari detiknews.com, Menteri Perhubungan (Menhub) Budi Karya Sumadi meminta masyarakat di wilayah Jawa Tengah dan Jawa Timur menghentikan tradisi menerbangkan balon udara saat Hari Raya Idul Fitri atau Lebaran. Budi mengatakan hal tersebut membahayakan keselamatan penerbangan.

“Saya minta dengan kerendahan hati, saudara-saudara saya di Wonosobo dan daerah lainnya yang melakukan tradisi tersebut untuk hentikan kegiatan itu, karena dapat membahayakan keselamatan penerbangan,” ujar Budi dalam keterangan tertulis, Kamis (6/6/2019).

Kegiatan melepas balon udara tanpa awak ini sangat berbahaya yang berpotensi mengancam keselamatan penerbangan, pesawat, aircrew.

1. Tersangkut di sayap, ekor/flight control (Elevator, Rudder, Aileron / Alat Kendali Utama Pesawat) yang berakibat pesawat sulit / tidak dapat dikendalikan/kehilangan kendali.

2. Masuk ke dalam mesin pesawat yang berakibat mesin mati/terbakar/meledak.

3. Menutup Pitot Static Tube sensor (Sensor Utama Pengukur Ketinggian dan Kecepatan Pesawat) yang berakibat Terganggunya bahkan Tidak Berfungsinya informasi ketinggian dan kecepatan pesawat.

4. Menutupi bagian depan/pandangan Pilot sehingga Pilot kesulitan mendapatkan Visual Guidance (Panduan Pandangan Kasat Mata) dalam pendaratan.

Budi mengatakan, berdasarkan laporan dari Airnav Indonesia, para pilot mengaku melihat balon udara diterbangkan bebas tanpa ditambatkan seperti yang diatur dalam Peraturan Menteri Perhubungan No PM 40 Tahun 2018 tentang Penggunaan Balon Udara Pada Kegiatan Budaya Masyarakat. Dia mengimbau masyarakat melakukan tradisi pelepasan balon udara dengan mengikuti festival-festival yang telah dijadwalkan.

“Kita lakukan koordinasi sama-sama melalui suatu festival. Di mana pelepasan balon dilakukan dengan suatu aturan yaitu dengan menambatkan tali sehingga balon tersebut terbang terkendali, baru setelah itu ditarik lagi,” kata Budi.

Dia mengatakan ada ancaman pidana bagi warga yang masih melakukan kegiatan tersebut. Sanksi bagi pihak yang menerbangkan balon udara sembarangan itu diatur dalam UU No 1 tahun 2009 tentang Penerbangan pasal 411 yaitu hukuman penjara maksimal 2 tahun dan denda Rp 500 juta.

“Pada dasarnya penggunaan balon itu dilarang bahkan pemerintah bisa menuntut secara pidana. Oleh karenanya kami minta untuk dihentikan kegiatan itu. Nanti minggu depan, silahkan berpartisipasi dalam suatu festival yang dilakukan oleh Airnav,” tutur Budi.(mr/wn)
