portalbromo.com – Setelah dinyatakan masuk sebagai Finalis Top 99 Kompetisi Inovasi Pelayanan Publik (KIPP) Tahun 2021, Pemerintah Kota Probolinggo mendapat kesempatan memaparkan inovasi Pemanfaatan Limbah Tahu Sebagai Alternatif Bahan Bakar Murah dan Ramah Lingkungan (Pelita Si Abah), Kamis (8/7), secara virtual, dari Command Center.
Sekda drg Ninik Ira Wibawati, didampingi Kepala Dinas Lingkungan Hidup (DLH) Rachmadeta Antariksa dan Inovator Heru Margiyanto menjawab pertanyaan yang diajukan oleh Tim Panel Independen (TPI).
Ditemui usai pemaparan, Sekda Ninik mengaku bangga, Kota Probolinggo masuk dalam jajaran Top 99 KIPP 2021. Hal itu, tentu saja menjadi kebanggaan dan motivasi untuk bisa melakukan inovasi pelayanan publik serta mengaplikasikan program pelayanan yang lebih baik kepada masyarakat.
“Ini menjadi pendorong bagi kita semua untuk bekerja lebih produktif dan menghadirkan berbagai inovasi pelayanan untuk masyarakat. Kenapa Pelita Si Abah? (Pelita Si Abah), dia dianggap unik dan kreatif. Karena berasal dari limbah yang dimanfaatkan dengan menggunakan teknologi lokal serta melibatkan peran serta masyarakat sehingga menjadi nilai ekonomis, dengan adanya biogas,” ungkapnya.
Dalam paparannya, Sekda Ninik menyampaikan latar belakang dipilihnya inovasi Pelita Si Abah, adalah karena adanya krisis energi yang bersumber dari fosil, sehingga perlu beralih ke energi alternatif.
Selain itu, kurangnya kesadaran UKM dan terbatasnya pengetahuan dalam mengolah limbah. Serta pembangunan Instalasi Pengelolaan Air Limbah (Ipal), memerlukan biaya yang besar sehingga tidak memungkinkan jika UKM pabrik tahu membangun sendiri.
“Jadi sepuluh pabrik tahu yang ada di Kota Probolinggo waktu itu limbahnya tidak termanajemen dengan baik, sehingga mencemari lingkungan. Keresahan masyarakat akibat bau yang ditimbulkan juga sangat mengganggu aktifitas. Sekaligus sebagai muara pembangunan limbah pabrik tahu sungai Kedunggaleng, menurut dokumen IKPLHD 2019, diketahui bahwa sungai Kedunggaleng tercemar ringan,” katanya.
Sehingga dari akar permasalahan tersebut, lanjutnya, muncul beberapa potensi yang bisa dimanfaatkan. Pemkot Probolinggo dalam hal ini melalui DLH, kemudian berinisiatif melakukan pengelolaan limbah tahu menjadi biogas agar lebih bermanfaat.
Inovasi Pelita Si Abah sendiri merupakan wujud kemandirian energi dari limbah pabrik tahu di Kota Probolinggo. Dimana replikasi inovasinya sudah diterapkan di beberapa pabrik tahu yang ada. Yakni di pabrik tahu Sumber Baru dan pabrik tahu Asri di Kelurahan Jrebeng Kidul Kecamatan Kedopok.
“Pemanfaat dari pelita Si Abah terus bertambah. Pada awal program ini dilaksanakan di tahun 2015 lalu, pemanfaat dari limbah tahu Proma Kedungasem hanya 25 rumah tangga. Saat ini meningkat menjadi 46 rumah tangga dengan menggunakan swadaya masyarakat sendiri. Warga sekitar juga banyak yang menjadi pemanfaatnya (Pelita Si Abah),” jelasnya.
Terbitnya Perwali Kota Probolinggo Nomor 75 Tahun 2017 tentang Replikasi Pemanfaatan Limbah Tahu Sebagai Alternatif Bahan Bakar Murah dan Ramah Lingkungan di Kota Probolinggo menjadi dasar replikasi di lokasi pabrik tahu lainnya.
Ia berharap, inovasi yang dilakukan tidak berhenti, dan bisa memberikan pelayanan yang terbaik bagi masyarakat. “Pabrik tahu yang lain harapannya juga bisa melakukan pemanfaatan yang sama. Sehingga manfaat limbah ini bisa dirasakan oleh masyarakat. Mereka ini ternyata lebih hemat loh dari pada harus membeli gas setiap bulannya,” ujarnya. (son/mr)
