portalbromo.com – Kota Probolinggo mendapatkan predikat sebagai Juara ll Tingkat Provinsi Jatim kategori Pemerintah Kabupaten/Kota, dalam ajang Penganugerahan Penghargaan Jaminan Sosial Ketenagakerjaan Paritrana Award 2021, yang digelar di Surabaya, Selasa (14/12). Penghargaan itu diterima oleh Asisten Pemerintahan Setda Kota Probolinggo Gogol Sujarwo.

Paritrana Award merupakan penghargaan yang diberikan BPJS Ketenagakerjaan bagi pemerintah provinsi, kabupaten/kota, perusahaan besar, perusahaan menengah dan usaha kecil mikro. Program penghargaan dari pemerintah yang diinisiasi Kementerian Koordinator PMK bersama BPJS Ketenagakerjaan.

Kepala Badan Perencanaan Pembangunan Daerah, Pengembangan dan Penelitian (Bappeda Litbang) Kota Probolinggo Tartib Gunawan menyampaikan, penghargaan tersebut diberikan dalam rangka memberikan apresiasi setinggi-tingginya kepada pemerintah daerah / maupun swasta yang mendukung sepenuhnya implementasi Program Jaminan Sosial Ketenagakerjaan. “Alhamdulillah Kota Probolinggo mendapatkan juara dua tingkat provinsi, kategori pemerintah kabupaten/kota,” ujarnya.

Menurutnya, capaian hasil yang maksimal ini adalah buah dari usaha besar dalam mendukung dan mengimplementasi jaminan sosial ketenagakerjaan. Sekaligus menjadi pemicu semangat yang memotivasi semua piha agar perlindungan menyeluruh bagi seluruh pekerja dapat terwujud.

Adapun indikator penilaiannya, ungkap Tartib, terkait dengan arah kebijakan dan regulasi yang ditetapkan oleh Pemkot Probolinggo dalam rangka optimalisasi pelaksanaan program jaminan sosial ketenagakerjaan. “Kebijakan ini telah ditetapkan dalam visi dan misi Wali Kota Habib Hadi, khususnya pada misi ke dua, yaitu Sumber Daya Manusia dan kesejahteraan sosial yang berkualitas,” katanya.

Tartib menjelaskan, regulasi Pemkot Probolinggo bidang jaminan sosial ketenagakerjaan, sudah sesuai Instruksi Presiden Nomor 2 Tahun 2021, yang berbunyi, bupati/wali kota menyusun dan menetapkan regulasi serta mengalokasikan anggaran untuk mendukung pelaksanaan program jaminan sosial ketenagakerjaan di wilayahnya.

Regulasi tersebut antara lain Perwali Nomor 32 Tahun 2019 tentang Perubahan ke enam atas Peraturan Wali Kota Probolinggo Nomor 57 Tahun 2015 tentang Pedoman Penataan Pegawai Tidak Tetap, Perwali Nomor 20 Tahun 2020 tentang Petunjuk Teknis Pemberian Bantuan Operasional Sekolah Daerah dan Biaya Operasional Penyelenggaraan Pendidikan Anak Usia Dini Daerah, Perwali Nomor 101 Tahun 2020 tentang Tambahan Honorarium Bagi Ketua Rukun Tetangga, Ketua Rukun Warga, Guru Ngaji dan Guru Minggu yang Dipergunakan untuk Membayar Iuran Jaminan Ketenagakerjan, Perwali Nomor 32 Tahun 2021 tentang Petunjuk Teknis Pemberian Jasa Kepada Guru Ngaji Taman Pendidikan Al-Qur’an/Taman Pengajian Al-Qur’an dan Guru Minggu (Gereja/Vihara/Pasraman/Klentheng) Di Kota Probolinggo, Perwali Nomor 106 Tahun 2021 tentang Pemberian Batnuan Sosial Berupa Uang Kepada Nelayan Kecil dalam rangka Jaminan Sosial Ketenagakerjaan, Perwali Nomor 52 Tahun 2021 tentang Penghasilan Pegawai Non ASN dan SE Wali Kota Probolinggo pada perusahaan nomor 560/6136/425.117/2021.

Nah, implementasi atas Perwali tersebut, berupa perlindungan jaminan sosial dan ketenagakerjaan. Yakni, RT/ RW sebanyak 998 (jumlah seluruh RT 1028 dan RW 200, tidak semua RT/RW dicover APBD karena ada yang berprofesi sebagai TNI, Polri, BUMN, BUMD), pegawai non ASN sebanyak 4.503 tenaga kerja, nelayan 816 tenaga kerja, guru ngaji sebanyak 990 tenaga kerja dan guru swasta sebanyak 1.250 tenaga kerja. Serta 277 perusahaan dengan tenaga kerja sebanyak 49.243 tenaga kerja.

Tartib menambahkan, program Pemkot ini bersifat berkelanjutan dan tidak berhenti di tahun 2021. Karena itu ia menegaskan bahwa program ini akan terus berlanjut dan akan dikembangkan lebih luas lagi. Keberlanjutan pengembangan program itu, meliputi penambahan untuk nelayan, pekerja rentan, marbut (penjaga dan pengurus masjid), bahkan sampai Jaminan Hari Tua (JHT) bagi non ASN dan yang layak untuk dibantu.

“Ini berarti Pemerintah Kota Probolinggo hadir ditengah-tengah masyarakat yang layak untuk mendapatkan perlindungan, sebagaimana yang diamanahkan dalam alinea ke empat, Pembukaan UUD 1945,” tegasnya.

Mengingat bahwa cakupan yang akan dijangkau oleh Pemkot Probolinggo akan semakin berkembang, maka pihaknya juga akan menyiapkan perbaikan atas regulasi-regulasi yang nantinya menjadi payung hukum untuk kebijakan ini. (Son/mr)
