Yaitu, penyelenggaraan pemerintahan yang memanfaatkan TIK untuk memberikan layanan kepada instansi pemerintah, Aparatur Sipil Negara (ASN), pelaku bisnis, masyarakat dan pihak-pihak lainnya.
Hal itu disampaikan Sekda Ninik dalam acara pembukaan bimbingan teknis penyusunan Standar Operasional Prosedur (SOP) Sistem Pemerintahan Berbasis Elektronik (SPBE) perangkat daerah di lingkungan Pemerintah Kota Probolinggo, Rabu (19/5) pagi, di Puri Manggala Bhakti.
“Penerapan SPBE akan mendorong dan mewujudkan penyelenggaraan pemerintahan yang terbuka, partisipatif, inovatif dan akuntabel, meningkatkan kolaborasi antar instansi pemerintah dalam melaksanakan urusan dan tugas pemerintahan untuk mencapai tujuan bersama, meningkatkan kualitas dan jangkauan pelayanan publik kepada masyarakat luas, dan menekan tingkat penyalahgunaan kewenangan dalam bentuk kolusi, korupsi dan nepotisme melalui penerapan sistem pengawasan dan pengaduan masyarakat berbasis elektronik,” ujar Ninik dalam sambutannya mewakili Wali Kota Habib Hadi Zainal Abidin.
Ninik menuturkan momentum pengembangan SPBE telah dimulai sejak diterbitkannya Instruksi Presiden Nomor 3 Tahun 2003 tentang kebijakan dan strategi nasional pengembangan e-government dimana menteri, kepala lembaga, dan kepala daerah diinstruksikan untuk melaksanakan pengembangan SPBE sesuai tugas, fungsi, kewenangan, dan kapasitas sumber daya yang dimikilinya.
Sesuai dengan Permenpan RB Nomor 59 Tahun 2020 tentang evaluasi dan pemantauan SPBE, maka pemerintah pusat akan melakukan penilaian evaluasi SPBE setiap tahun kepada pemerintah daerah guna mengetahui sejauh mana pemerintah daerah dalam melaksanakan SPBE secara maksimal. “Salah satu indikator dari penilaian evaluasi SPBE adalah adanya SOP SPBE di masing-masing perangkat daerah,” terang Ninik.
Sekda Ninik juga menekankan SOP sangat penting karena merupakan alur atau prosedur dari suatu kegiatan yang dibakukan dan juga merupakan acuan atau pun standar yang harus dilakukan dalam bekerja.
“Sampai saat ini masing-masing perangkat daerah masih belum mempunyai atau menyusun SOP khusus terkait SPBE, karena ini merupakan sesuatu yang baru sehingga perlu diadakan bimbingan teknis terkait penyusunan SOP agar perangkat daerah memahami dan mengerti dalam menyusun SOP SPBE yang tepat dan benar,” lanjutnya dihadapan 80 orang peserta Kasubag TU dan pranata komputer atau tenaga Informatika perangkat daerah se- Kota Probolinggo.
Di akhir sambutannya Sekda Ninik memerintahkan secara langsung pada Kepala Bagian Organisasi Prijo Djatmiko agar melakukan evaluasi. “Nanti satu bulan kemudian atau dua bulan kemudian, apakah sudah tersusun dan ditetapkan SOPnya oleh masing-masing kepala Perangkat Daerah. Kita cek juga implementasinya dan disosialisasikan SOP tersebut,” perintah Ninik mendapat anggukan dari Prijo.
Sementara itu, Prijo mengharapkan giat ini masing-masing perangkat daerah mampu menyusun SOP SPBE agar terwujud sistem pemerintahan berbasis elektronik yang terpadu dan menyeluruh untuk mencapai birokrasi dan pelayanan publik yang berkinerja tinggi.
Dalam giat itu dihadiri pula Asisten Administrasi Umum Budi Wirawan dan Narasumber dari Amik Taruna Arif Hariyadi dengan materinya Arsitektur Bisnis SPBE Kota Probolinggo dan Tutorial Instalasi Bizagi Modeler.(dew/mrh)
